          Q: How can you say there are no negotiations going on when Gorbachev tells you his points and you tell him which ones are objectionable and basically ask him to go back to Tariq Aziz and say about these points. Are those not negotiations? Is he not negotiating on your behalf?

          A: We haven't asked him to do anything. He's asked our views on these matters; we will provide them as we have in the last few days. But I reiterate again, that this is a matter between the Soviets and Iraq. And we are appreciative of the communication that told us of these discussions, but we are not a part of the negotiations.
